Starting service can be handled in a couple of days, although you are required to create an online account to go through the process. Internet and Cable

Unlike basic utilities, there are a number of different providers who offer phone, cable, and internet services. Comcast Cable, DISH Network, and Verizon are the three main national providers, and they each offer coverage for the majority of the Portland area.
